AIRSHIPS ... AIR FORCE ... WAIT A MINUTE, WHAT HAPPENED ?

A puzzling conundrum just occurred to me. As a former officer in the United States Air Force, I just have to ponder the following :

Let's see,

The Army should be responsible and authorized to act regarding everything happening on the ground. Check ! We agree.

The Navy should be responsible and authorized to act regarding everything happening on and under the oceans and rivers.  Check ! We agree.

Logically, therefore, the Air Force should be responsible and authorized to act regarding everything that flies in the air. Uh, oh ! Wait a minute !

Why isn't the Air Force similarly responsible for and authorized to act on the development, design, and operation of AIRships, such as blimps, dirigibles, hybrids, and so on ? Why aren't they on the cutting edge of flying the New Zeppelin ?

The Hindenburg disaster, you say ? If that were the thinking, why wouldn't the Titanic disaster or the Pearl Harbor disaster or the string of submarine disasters like the Thresher, the Squalus, scorpion, Chopper, or the Russian sub Kursk act as a similar deterrent to the Navy ? Why wouldn't the Charge of the Light Brigade in the Crimean War, and the Maginot Line in World War II  have similarly doomed the Army ?

I would welcome intelligent comments and discussion on that issue .

As if in response to this question I asked myself, there immediately appeared in my Googling the following  news :

THE M1400 HYBRID UNMANNED BLUE DEVIL ISR AIRSHIP
WASHINGTON: This is a deflating month – literally --for Mav6, a small Mississippi defense company that's been working five years to complete a massive military airship, the unmanned M1400 Blue Devil II intelligence, surveillance and reconnaissance (ISR) craft.
On orders from the Air Force, "We've started to disassemble the airship," reports David Deptula, CEO of Mav6, who retired from the Air Force in October 2010 as a three-star general and deputy chief of staff for ISR. Mav6 and its supporters in Congress are hoping the Navy will save Blue Devil II from what they view as a short-sighted decision by the Air Force, which two years ago took over the project from the Army.
At 370 feet in length – longer than a football field -- and 1.4 million cubic feet in volume, the M1400 isn't just the largest airship built in half a century but also the largest unmanned aerial system ever. Inflated with helium last September and tethered inside a hangar 1,000 feet long in Elizabeth City, N.C., Blue Devil II last year won a "Best of What's New" award from Popular Science magazine, which called it a "floating military supercomputer."
Designed to carry as many as 10 modular sensor payloads weighing up to a combined 6,500 lbs. and to hover with them at 20,000 feet for five days -- far longer than airplane unmanned aerial systems like the MQ-1 Predator and MQ-9 Reaper -- Blue Devil II was begun in 2010 by the Army Engineering and Research Development Command as an "urgent operational need" for the war in Afghanistan. Among the sensors the airship is designed to carry are a wide-area airborne surveillance system with daylight and infrared cameras that can be cued by a signals intelligence intercept sensor. The airship also is to carry computers on board to process the imagery from its cameras and multiple data-links to stream it to analysts in a timely fashion. Tracking down insurgents planting improvised explosive devices was going to be Blue Devil II's primary mission in Afghanistan.

A Mav6 fact sheet contends that the Air Force, which "has openly stated they have no requirement for an airship," began trying to kill the program from the time it took it over from the Army in the fall of 2011, delaying payments to the contractor and adding requirements. The Air Force has subjected the  Blue Devil II to a slow death, first ordering Mav6 last January to stop doing the work required to fit the sensors and computers onto the airship, then, on May 23, telling the company to "deflate and crate" the aircraft.

"The decision to halt payload integration was based on several factors to include schedule delays, technical challenges, and higher than expected deployment costs," an Air Force statement on the project says. "Since that time, technical problems have remained to include flight control software, tailfin design and electrical system wiring." The Air Force has estimated that the potential cost of sending the airship to Afghanistan has doubled.

When the Air Force told the company to "deflate and crate" in May, the project was 12 percent over budget and eight months behind schedule. The fact sheet, however, argues that for another $3 million the airship could still make a first flight no later than Aug. 31, while draining the $350,000 worth of helium inside the dirigible and storing the equipment will cost $2.6 million. After spending $143 million on the airship and sensor payloads for it already, the government would be wiser to "allow a demonstration of the capabilities and viability of today's airship technology," argues Mav6.
Mav6 hopes the Navy might come to Blue Devil II's rescue because of that service's history of using airships. The Naval Air Warfare Center Aircraft Division's Airship Systems Engineering Team did a favorable study of Blue Devil II in May that's been working its way up the Navy Department chain of command, and the fiscal 2012 defense budget still contains $55 million for the project that hasn't been spent.

"The Defense Department would be wise to capitalize on the investment they've made in this potentially game-changing capability," said Deptula, who is also a member of
the AOL Defense Board of Contributors. "It provides the kind of persistence, modularity and cost effectiveness that's needed in the fiscally constrained future the Department of Defense is facing."

Blue Devil II doesn't have to sit over Afghanistan to provide valuable ISR, Mav6 argues. Stationed over a friendly nation such as Oman or the United Arab Emirates, for example, its daylight and infrared wide area airborne surveillance cameras and signals intelligence sensors could monitor the strategic Straits of Hormuz, the entrance to the Persian Gulf, and "see" as much as 200 miles into Iran.

Even though it's as large as it is, the airship would be nearly impossible for an enemy to shoot down, for the pressure differential on either side of its hull is minimal, meaning shells as large as 20mm would just pass through, Deptula said. It also has six engines, so taking out one won't bring it down. "You'd need about a 20-foot gash in this thing to make a difference, and even then it would settle gracefully," he said.

The Air Force, though, doesn't seem to have any problem shooting Blue Devil II down. The service's statement doesn't offer even a hint of support for the idea of letting the Navy take over, nor for using Blue Devil II for purposes other than the original plan to track IED planters in Afghanistan. "As the contract period of performance ends 30 June 2012," the Air Force said flatly, "the remaining time and funds will be used to disassemble, pack, and ship the residual equipment and hardware."

HYBRIDPELTA says "Words fail me; I rest my case !  Someone once defined oxymoron as a self-contradictory term, like 'military intelligence'; in the past, I have always vigorously defend the military. This time, despite the valiant efforts and counter-example provided by General Deptula, a dedicated and far-seeing senior Air Force officer, I may be forced to agree with the definition".

LTA : MAKE IT WORK, MAKE IT PAY

Please consider this (if you'll excuse this conscious pun) A Trial Balloon . Right now, it's a Call for Comments, for helpful criticisms and ideas, for statements of intent, and for questions regarding a program that needs to be held at a reasonable time and place. You'll notice that it names Greater Tampa Bay as the site ; another serious possibility is one of the Conference hotels in the DisneyWorld Complex, in Orlando, Florida, such as the Coronado, with its self-contained Conference Center, provided with all the major conference amenities and with convenient access to all the many side trips for wife-and-family or travel-companion in that area.
                                                                                                          The tentative schedule displays the date of the event as January 2014 --- January is a time in Central Florida that is "Goldilocks" in nature : Not too Hot, Not too Cold, but Just Right. We've taken into account the traditional Intersession Period, when schools take a break , after the Christmas / Chanukah/ Eid/ Winter Solstice travel frenzy is over . You can count on sunny skies every day; there are NO tropical storms or hurricanes; there's very little rain and NO SNOW ! and few-to-none biting insects : every day Another Day in Paradise . Of course, if you'd rather shovel snow, skid around the streets, slip-and-fall, and shiver, please don't let us stop you.

*** For financially unsophisticated readers, SEC Regulations, Section 504 was formulated to make it possible for smaller firms to raise necessary capital by a Private Placement of securities for legitimate business purposes in amounts up to five million dollars, with a minimum of red tape or complex disclosure, and without the need for major accounting and audit procedures. HINDENBURG OR TITANIC ?

Dr. Barry Prentice is an academic who has --- for many years --- been studying the Arctic for its role as a source of strategic resources and for its continuing need to be supplied with necessary products, services, and the necessities of life, during which time he has been organizing and directing authoritative programs on the Arctic,  as a Supply Chain issue from his strategic vantage point in Canada .

The solution proposed by Dr. Prentice for the difficult task of travelling across the mix of tundra and intermittently frozen lakes, and through storms of snow and ice,  has been the use of lighter-than-air and hybrid airships*** as heavy-cargo transportation . He has been joined in this endeavor by a group of knowledgeable advocates , growing in number, concepts, and solutions , backed by much more than mere words by means of the airships they are investing in, constructing, and actually operating .

As the list and quantity of scarce and valuable mineral and biological assets grows --- assets which are becoming critical needs in our high technology world  --- the support he is receiving is growing, as is, sadly, vocal criticism from people who clearly have little or no knowledge of the subject.  We needn't note here the frequently repeated pseudo-factoids that are presented by these people to support their vapid remarks . The Internet, in particular, with its low-to-no entry cost and its availability to anyone  --- credentialed or not--- has fostered , frankly , many reckless and foolish statements .

It is therefore very understandable why Dr. Prentice should find it necessary --- after reading one too many comments citing the 1937 disaster of the Hindenburg Zeppelin, whose precise cause is still being debated by experts, as a reason not to pursue the design, construction, and use of airships .

Dr. Prentice has very recently (and with the patience probably born of his academic background)  gone on to explain, probably for the 100th time or more, that to judge modern-day airships on the basis of the Hindenburg disaster is cognate to judging aircraft safety based on the safety and flight performance of the Wright Brothers. Back in 1937,  airships like the Hindenburg did not have the benefit of radar, much less experience in engineering this new kind of transportation, a minimum of weather-forecasting ability prior to its flight, and without the many new advances in material science and metallurgy. Prentice explained that modern airships, unlike the Hindenburg, are filled with helium, an inert gas, rather than flammable hydrogen . We liked his punch line, which like many aphorisms, are brief, to the point, irrefutable, and timely in this year of the anniversary of another disaster, albeit a maritime one :   
"Why do we pick on the Hindenburg?" he asked. "We don't trudge out the Titanic every time someone mentions a new cruise ship."

We applaud Dr. Prentice's tireless refutation of the witless comments of the  
uninformed . We are pleased that our military services and our security forces , as well as far-seeing manufacturers, soldier on in their continued use and support of this useful old-but-new means of transportation  .

*** Hybrid airships : a relatively recent innovation in which the airship's lift is supplied not only by the lifting gas (hydrogen, helium, or other light gasses ) but also by Bernoulli Effect forces of the air travelling over exterior airfoil surfaces built into the design of the airship's envelope . Why "Hybrid" ? Because it results from the marriage of a lighter-than-air airship and an airplane . Congratulations to the parents on their Blessed Event .

How do we bring attention to the potential of unmanned aerial lighter-than-air craft (robot airships) with all its advantages ? It can be a tough slog, going against the Conventional Wisdom of how dangerous LTA craft are, the (here comes the anticipatory wince !) Hindenburg incident, and people who have never seen two reasonable factoids about "robot airships" in a row.

It doesn't much seem to matter that these people can take a Sunday drive down to their local model airplane meet, and see for themselves how safe and sophisticated remotely-controlled aircraft have become, even how large they're getting in so-called Giant Scale; nor how much the military is beginning to rely on Unmanned Aerial Vehicles (drones)  in combat conditions. We still see the semi-educated submit their comments (sometimes meant to be humorous) about the dangers and difficulties inherent in LTA-UAV operation.

Well, I'm pleased to be able to see positive stories and advertisements in the Literature that take LTA-UAV operational success for granted.

Here, for example, is an extract from the news, notices, and advertisements that are beginning to display publicly what products and production most people apparently do NOT take seriously :

For those of you who believe that airships' uses are confined to warfare and conflict, here is a list of primarily peaceful applications of airships . We envision this as a blueprint or Business Model (N.B. Not a Business Plan !) for smaller manufacturers --- defined as those not receiving Federal contracts in the $100,000,000 + range. We strongly recommend that instead of everyone trying to outdo the giant passenger airships of the early 20th century, they focus their attention on the usefulness functions of smaller remotely operated hybrid airships, with hydrogen as a lifting gas as there is no fire danger to personnel when using Unmanned Aerial Vehicles (UAV's).

Equip them with snap-on/snap-off attachments that give smaller customers a broad range of capabilities, that prove the worth and value of airships, and only then consider manufacturing and selling them. Remember, leasing to satisfy a need is the best way to establish your usefulness; AND you're selling the same product over and over. Enter that ocean with toes dipped in the water.   

The sensors cover a wide variety of uses, and can be readily adapted as a snap-on / snap-off attachment on the ventral surface of the airship.

These dedicated uses and applications should relieve un-knowledgeable people from their concerns about being fired at by rocket-propelled grenades (we frequently encounter that comment, incredible as it may seem, sometimes augmented by the comment that "a blind man could bring them down with an air rifle") . The operators can stay safely ensconced in comfortable office chairs, anywhere up to thousands of miles away from danger, staring at endless arrays of video screens (monitors) .
